The Committee of Twinning Condé sur Noireau – Ross on Wye, is an Association of type " Law 1901 ". As any Association of this type, its functioning is governed by definite statutes deposited in Prefecture during its creation and in case of evolution of everything or only a part of the statutes.
The Head office is fixed to town hall of Condé sur Noireau.
It is constituted for a limitless length.
The Administration
The association is managed by an Council consisting of 6 to 11 members, among whom 2 members of right and 4 to 9 members elected for 3 years in secret vote by General meeting, among the active members (who declare to stick to statutes and to conform to the regulations) and reeligible.
The 2 members of right are:
1 member indicated by Condé sur Noireau's Town Council.
1 member of the Tourist Information Office.
The Office
The Council of Twinning indicates in its breast an Office composed of 3 to 6 members.
Functions of each are determined by the whole Council and transmitted by an official form to the Calvados's Prefecture.
Decisions are made with a majority of voices of manager present at meeting.
If there is not general agreement the voice of the Chairman (Chairwoman) is preponderant

Meetings
The Committee meets regularly throughout the year, on average once per month.
Of course if the calendar imposes it with organisation of important events, for instance reception of our friends from Ross or our displacements to Ross-on-Wye, we shall augment the frequency of the meetings.
General Meeting
General meeting is organized, once a year, in January, in the presence of the members of the Association who acquited their contribution.
Agenda is fixed by Council at the instigation of the Office.
To this occasion, new members have opportunity to insert the Office through the "tiers sortant".
This meeting ends in a nice manner around the traditional "Galette des Rois".
Means and Financing
As any Association of Law 1901, the collected funds are in usage of the good functioning of the Association.
Means come :
1°- Of the annual subvention which can be allocated to the Association by the City of Condé sur Noireau, in view of the Balance sheet of the past year or by possible special subventions on presentation of a file motivated and reasoned, clearly estimated for envisaged actions.
2° - Contribution of the Active Members and Benefactors. In 2010 contribution is : 13 € per family.This Active Member Card also allow you to be taken care by our insurance during events organized by the Committee of Twinning, both in France and abroad.
3° - Donations and Inheritance from the physical or moral persons.
4° - Benefits which can be made at the occasion of the organization of celebrations or events.
